I did not consider it expedient to initiate the discussion, more especially as the scheme could only be carried out by increased taxation, by the levying of dues on the Shipping frequenting this Port.
As, however, the Mercantile Community not only through their representatives in the Council but through the local Press, have plainly demonstrated that the trade of the Colony suffers from the absence of Light, and that they wish those lights to be put up without delay, I am gratified that the opportunity is afforded of taking in hand a work which had naturally occurred to myself, but of which I had often proposed, but which for various reasons had never commenced.
